How to get the hidden quest

There's a secret NPC on top of a house that is impossible to reach

well not totally i recently found out how to reach said NPC and get the quest
in this game turns out pushing an NPC is very easy simply find any NPCs and push them next to the door of the house the secret NPC is standing on
Jump on top of the door frame thingy and clip thru roof
simply go up and push the NPC off to do a broken quest that dosen't even work enjoy
